In regards to fleeing, I'm not sure that just a slight lag is enough.
They are fleeing from combat in complete panic, and shouldn't be able to
maintain their composure upon entering the new room.
Maybe a small chance of falling down upon entering the new room, or even giving
a short 5-10 second confusion since you're disoriented from running from a
battle.
Characters with the 'retreat' skill would have a less chance of having those
penalities applied.
