Snipe has never really been a sniping type move. It's watered down backstab.
It needs a new function to actually feel like you're utilizing some distance.
It also needs more power or potential power so that it's higher damage on
average than just kill <target>.
Snipe can miss a good deal too (subclassing aside), leaving hardly no reason to
just it over kill other than the silly hopes to behead.

It would be cool if Snipe acts like an initial shot before a kill <target>
action, meaning you get both. Meaning you actually feel like you're getting an
extra shot off instead of a lot less on average heh.
Could also make it an interesting mechanic where successful snipes can be fired
in secession. After a snipe, you have a good chance of sniping again before
the target (trying to close a distance) can reach you! After the 2nd shot,
your next chance of landing a pre-fight shot decreases, again and again until a
potential number/chance we see fit. Each snipe can add a nice armor piercing
affect so this actually feels like a beneficial opening round even if the
damage isn't offering that much more over kill. Any assassination checks
should keep getting lower and lower as well with each snipe since your target
is moving, getting closer, and the sniper is probably getting nervous.
