For heal, cure mortal, refresh, cure L/S/C) it is exactly 25% of normal
healing.
For restoration it is based on the base mana cost (100), not total mana used,
and as it applies after the spell is processes you'd already be fully healed,
so you gain no benefit (unless you mana is so low that restoration does not
heal you fully).
For multi-target spells (such as mass heal, major group heal) it does nothing,
dito for fireball etc.
Single-target damage spells like flamestrike or unearth mostly deal +25%, but
some spells (e.g. chill touch) deal more damage than normal, and that is not
multiplied (but applies even if the chill touch misses). Vuln/resist apply
separately.
For harm the damage is based on a spell costing 50+0.5% mana having a lag of
14, but does not bypass sanc and is not based on the targets current hp.
For Siva's Sacrifice, it deals 1/4 the damage as a spell costing 100 mand with
lag of 36.
