Some tweaks to the decompose spell to make it more useful in regular combat and
less abusable:
1) Added a cap to the stat penalty of 10 + level half (per stat)
2) Initial penalty boosted from -1 to -10, progression is now -3d6 to one stat
per tick.
3) Decompose can be recast. This will trigger another penalty progression (as
per tick) plus damage, and resets the spell duration.
4) Removed a secondary saving throw so it should land more easily now.
