I think there are some fundamental flaws/misunderstandings in your post.
1) Fast healing does not proc in fights. It simply improves your natural rate
of regeneration.. in fights, out of fights, sitting, resting, etc. It matters
none.
2) Healing outside of a fight is typically not favored because it reduces the
time between mob kills, thus, resulting in lower EXP/minute.
My current thoughts on combat/balance are this:
1) Leveling solo still sucks, regardless of your class. Monk probably has it
the easiest due to high damage output with reasonable heals.
2) Leveling in groups is really easy if you have a healer and a hitter, or
multiple of either.
3) A pure healer group (cleric/templar) or a pure melee group (glad/warrior/
any class that doesn't get NPC companion skills & spells) kind of suck to
level because you have either nothing to deal damage with, or nothing to
heal/sustain hp with.
A lengthy discussion on class balance is going on, but no decisions on
changes have yet been made. I hope this helps.
