It's something we've been concerned with for a long time.. making areas
still useful, that is. A lot of suggestions have been given for low level
zones like adding random objs to the shops, we added secret shops, mini-quests
etc. I think that we can keep them all pretty useful.
The "low level" hero zones (dexter, a51, abyss, etc.) are definitely ones
that could get a bit more attention, but I'm not really sure that limiting
the number of players is a good solution. High level players don't need to
run the zones because they have other EQ available (or should, in theory).
There aren't enough low level players to run the zones in big groups like
we used to back in the day (8x people a51 runs at level 95 when you're still
wearing Alcatraz EQ), so yea, they typically rely on high level characters
for help.
One thing we did was start adding rare drops to the zones to make them more
useful. Example : Shelob, Hazzach, Agony. They all have items that only drop
like one of out 10 or 20 runs. This seemed like a great idea at the time,
but now days I'm not too sure. You end up flooding the economy with the base
item that the mob drops, and the rare item isn't good enough to warrant people
running it for all their characters.
Maybe designing mprogs to scale with group size would be a better solution
so that the zones get harder with more people (dexter itmons does this), and
possibly adding extra high level EQ for the newer remorts.
