1. and 2.
I think it's best to just have a good mix with a bit of everything.
That way you can always run something if you want to, regardless of
how many (hero) chars are on and regardless of how much time you have.
A few big areas for each hero lvl is fun though. Thinking or areas
like Area51, Shadows of the Past with a longer storyline. Same for
Planetary Bunker which at least takes a while to run but can be done
solo.
3.
I do not like randomness as in random/lower drop rates on a mob because
this can make you waste a lot of time just because of variance (which is
what got this discussion started).
It's nice to get something on every occasion. If that would make it too
easy to get certain pieces, make the mob drop form of tokens instead of
which you need multiples to get the piece (so redwater below).
Randomness on what exactly you get is less important as it will always
be useful for someone. Enables trading gear and adding incentive to run
areas again. And the run is never a complete waste of time as you always
end up with something.
4.
I prefer fewer and harder to get pieces with better ratings over more
but less powerful items, because hey I like hax stuff :)

As for Redwater Mine, my suggestion is to instead of having 25% drop on
the 2 mobs, making it 16.66% chance to get a certain piece on any given
run,
I would change this to have those mobs always drop 1 mineral of any kind.
33% chance for either. Example blue mineral, red mineral, brown mineral.
So on any run you have a 66% chance to get any mineral. Add some mineral
'shop' in one of the Cutouts where you can trade in for ex.
- 3 blue minerals for Belt
- 3 red minerals for Ring
- 3 brown minerals for Crossbow.
It at least gets rid of some of the randomness and you always get something
from the mobs so a run (and our precious time) is never wasted! (And you can
cut off your run halfway if you don't have enough time and/or don't need the
gear from the final mobs).
